It's the kernel admitting it doesn't know who the right victim is either, and hoping you'll fill the gap with oom_score_adj. The practical result is that it often just kills the largest process, rather than the one that is actually leaking memory. Consider a system where Chrome holds 80% of RAM and a background daemon starts leaking: the OOM killer targets Chrome, killing it stabilises the system, and the daemon is never identified. Next time it leaks, Chrome dies again. The daemon, for its part, continues to leak.
